The Afghan Massacre Is the Result of War, Not Just One Soldier Going Rogue

For most of the media, the story regarding Staff Sergeant Robert Bales has moved to American soil. The U.S. soldier accused of killing 16 Afghan civilians is now under watch at a base in Kansas, with a veritable full-court press ferreting out every detail of his background. Report after report puzzles over the traumas of his years in combat, the intricacies of his personal life, the personality of his lawyer, the shocked disbelief of his neighbors. The story is one of a soldier "gone rogue," a troubled man who "snapped." And it is a story my colleagues are telling ably, such as this look at the hidden dangers of brain injuries sustained by American combat troops or this exploration into the emotional world Bales inhabited.

But there is another part of the story that is more important, one that has been cast aside by the current media frenzy.

It's a story that remains in Afghanistan and begins with the names of the 16 Afghan civilians in Kandahar province -- including nine children -- whom Bales allegedly murdered in cold blood. Here they are, as reported by al-Jazeera:

Read these names and hear them in your head. It's a clich? to say that casualties in this war-ravaged part of the world seem to us a statistic, but too often that's where our interpretation of such events ends. Too often, we privilege one type of victim over another, investigate the inner mind of one kind of villain while painting another in one sweeping stroke. Men like Bales are aberrations, their crimes freak incidents; Muslim suicide bombers, on the other hand, are but a stitch in a tapestry of hate. As the longtime British Middle East correspondent Robert Fisk writes, Bales

had no sooner returned to base than the defence experts and the think-tank boys and girls announced that he was "deranged." Not an evil, wicked, mindless terrorist -- which he would be, of course, if he had been an Afghan, especially a Taliban -- but merely a guy who went crazy.

I'm not interested in likening one kind of hideous deed with another. Rather, while reporters try to understand Bales' own troubled state, they should also consider the context from which it emerged: simply put, this slaughter of 16 Afghan civilians is a symptom of a military occupation that has gone on for over a decade, with great loss of life and no assured victory in sight. As one of Bales' horrified neighbors told TIME: "What happened in Afghanistan is a creation of the war. That's not the person that I knew."

Of course, the NATO forces on the ground in Afghanistan aren't there to kill civilians. And most troops, no matter the steady accumulation of frustration and rage on the front lines, are not war-criminals-in-waiting. But war is and has always been a brutalizing thing, sparing not even its most righteous combatants. In the spring issue of the American Scholar, journalist Neil Shea sent in a dispatch from an embed with American troops in southern Afghanistan, an article pegged to what was then the latest atrocity committed by NATO forces -- the January revelations that U.S. troops had defiled and urinated upon the bodies of slain Afghans.

Shea describes the violence in the soldiers' banter, the contempt and anger some in the platoon he walks with have for the Afghans in their midst:

I felt I was watching some of the men unravel toward serious crimes, if, in fact, they had not already committed them elsewhere in Afghanistan or Iraq. Evil or atrocity often explodes from a furnace built by the steady accretion of small, unchallenged wrongs. Some men in Destroyer platoon had been drifting that way for a long time.

The villain of Shea's piece is a swaggering platoon leader who we're told shoots dogs for fun and gratuitously smashes up Afghan homes during night raids of village compounds. In an astonishing aside, he jokes to Shea:

Yeah, we definitely made some Taliban out here. It was like a week-long Taliban recruiting drive. And we had fun doing it. I love recruiting for the Taliban. It's called job security.

Again, he may be an ugly exception amid a host of well-intentioned, disciplined soldiers deployed in Afghanistan. And any number of reporters could scratch their chins over his particular experience, diagnosing his likely PTSD and the moment when he "snapped." But what about the trauma of the Afghan civilians he terrified? What about Afghanistan's PTSD after a decade caught between NATO bombings and misdeeds and Taliban bullying and attacks?

In the area where Bales allegedly carried out his slaughter, one village elder starkly warned a reporter for Global Post of the consequences of the killings: "There is no future for the U.S. and us anymore," he said. According to him, an earlier strike on Taliban positions actually killed some 50 civilians. "They can invest $1 million in our area, but for who? We will be gone if they will stay. Is it worth the money to build a school for nobody?" Despite all of Washington's efforts to pursue effective counterinsurgency in Afghanistan, it still has no solution for a nation that has been turned inside out by war for over 30 years.

As Fisk, the British journalist, writes, the atrocities there may not be as bad as those committed in earlier occupations -- he cites the U.S. in Vietnam and the French in Algeria -- but the legacy of violence is often the same. In the late 1950s and early '60s, the French brutally tried to cling to their colonial possession of Algeria, conducting bloody "pacification" campaigns, napalming villages, disappearing thousands of civilians and suspected guerrillas alike. In response, the main revolutionary faction -- whose authoritarian government remains in power to this day -- committed its own atrocities, gunning down peasants, settlers and collaborators.

Mouloud Feraoun, a respected Algerian novelist at the time, asked searching questions of the men supposedly fighting for his freedom:

Can people who kill innocents in cold blood be called liberators? If so, have they considered for a moment that their "violence" will engender more "violence," will legitimize it, and will hasten its terrible manifestation?

As the revolutionary war grew apace and led to spiraling death counts, Feraoun pushed for peace and reconciliation. His efforts were snuffed out in 1962, when French paramilitaries hopped up on morphine shot him 12 times on the streets of Algiers. A line Feraoun penned earlier in despair in his journal always sticks with me: "A blade on fire stands poised over this century; it is stained with the blood of men: that of the fighters and the victims; it will form a bloody line of retribution across a useless page." He knew that all war is hell and that -- far from just one deranged man with a gun -- we are all in it.

Researcher watches the start of his own disease with unprecedented detail

ScienceDaily (Mar. 15, 2012) ? These days, most of us don't head to the doctor until we are already ill. What if you could see disease approaching just as it starts to head your way? A study in a special March 16th issue of Cell focused on human biology shows that this futuristic notion is already in reach. Scientists have combined a complete personal genome sequence with analyses of disease risks and an array of dynamic molecular measures, capturing important changes in the way the human body works. The study is the first to apply "integrative Personal Omics Profiling" (iPOP for short) to observe healthy and diseased states, the researchers say.

"Instead of following just a few tests, this study is the first to follow tens of thousands of components over a long period of time -- now two years," said Stanford University's Michael Snyder, who was both the subject of the study and its lead researcher. " This allowed the following of health and disease states at an unprecedented level."

This pilot personalized medicine study appears alongside a series of reviews on emerging themes in human disease, which will be freely available online from Cell Press for the next month.

The research team first determined Snyder's complete genome sequence at high accuracy and then used it to determine his risks for disease. That analysis showed significantly elevated risks for basal cell carcinoma, high triglycerides, and Type 2 diabetes.

Based on those predictors, the team looked at a variety of molecular markers. One particular finding was that initially normal blood sugar levels rose shortly after Snyder was infected with RSV, a virus that often leads to bronchitis and other respiratory illnesses. The increase in blood sugar was sustained, similar to increases in blood sugar that are associated with the onset of type II diabetes. With dramatic changes in diet, exercise and a regular low dose of aspirin, his glucose levels dropped back down.

"By following markers for the disease as the person (me) came down with it -- it was caught early and managed," Snyder said. " In the future this could become a critical part of health care where people have their genome sequenced and the information is used to monitor and manage their health."

Detailed profiles of RNA, protein and metabolites over the course of study, through two infections and the onset of diabetes, also revealed clear systemic responses to infection. Those shifts included changes in infection and stress response pathways and those related to high glucose.

The researchers also uncovered changes in the expression of some genes and unexpected RNA editing events during transitions from healthy to diseased states. They also note particular interest in a protein-level response related to the rise in glucose post-RSV infection. "It is tempting to speculate that the RSV infection and/or the associated event at day 12/18 triggered the onset of high glucose/Type 2 diabetes," they write. They suggest similar analyses of other individuals at risk of diabetes might be particularly informative about the events that tip the balance from health to disease.

Overall, the new study offers proof-of-principle that dynamic molecular-level changes observed over time can provide meaningful physiological and clinical information. The researchers say it may also be a great help in the design and application of personalized health monitoring, diagnosis, prognosis and treatment.

Fed gives mostly high marks in bank stress tests

(Reuters) - Most of the largest banks passed their annual stress test, according to the Federal Reserve, in a conservative report card that underscored the recovery of the financial sector but called out a few laggards, including Citigroup.

The Fed announced the results in an earlier-than-expected release on Tuesday. JPMorgan Chase pulled the trigger on announcing its own glowing marks before the Fed's release, and helped lift the stock market.

But the failing grade for Citigroup, the nation's third-largest bank, was a shock. Going into the tests some analysts felt it had a better chance of a positive surprise than any other financial institution.

The Fed said on Tuesday that 15 of the 19 banks tested would have enough capital, even if they suffered a financial shock that would see unemployment hit 13 percent and housing prices drop 21 percent.

The results paved the way for many of the passing banks to announce highly anticipated plans to boost dividends and buy back stock.

The outcome showed a middle-of-the-road approach. The Fed failed enough banks to give the tests credibility and to elicit industry outcries about the tests being too tough, but it reassured markets that the U.S. bank industry is generally healthy.

"Overall, we can't complain that these tests weren't rigorous enough, and it's good to know that most banks would at least survive another global financial meltdown," said Paul Ashworth, chief U.S. economist at Capital Economics in Toronto.

MetLife, the largest life insurer in the United States, was also among the four financial institutions that failed the exam, which applied worst-case stress scenarios looking out through the end of 2013.

Ally Financial and SunTrust were also at the bottom of the heap.

Among the winners was JPMorgan, which has been agitating for regulators to loosen the handcuffs on the ability of banks to raise dividends and buy back stock.

The Fed uses the annual stress tests to give the markets a window into the health of the U.S. bank industry, and also determine if individual banks are strong enough to reduce their capital buffers.

Bank of America, the nation's second-largest bank, passed the Fed's test, but it did not ask for a dividend increase or to buy back shares. Last year, the Fed rejected the bank's request for a dividend hike, in a major embarrassment for Chief Executive Brian Moynihan.

FIRST OUT THE GATES

JPMorgan, in a surprise to markets, announced around 3 p.m. EDT (1900 GMT) that the Fed had given it permission to raise its dividend by 20 percent and spend as much as $12 billion buying back stock this year.

The news helped the U.S. stock market post its best day this year.

The Fed had been scheduled to release the test results after markets closed on Thursday. A person close to the situation, who was not authorized to speak on the record, said the Fed quietly shifted the release to 4:30 p.m. EDT (2030 GMT) on Tuesday after leaks about the tests came out Monday evening.

The person said that at noon on Tuesday, there was a miscommunication between JPMorgan and the Fed over the hour of JPMorgan's own release.

A senior Federal Reserve official told reporters that the timing of JPMorgan's announcement was the result of less-than-perfect communication, and that nobody at JPMorgan was at fault.

Regarding the outcome of the tests, the Fed official said the capital positions of U.S. banks has improved substantially in the last three years.

U.S. regulators first ran a stress test in 2009 in a bid to show markets during the financial crisis that banks' balance sheets were better than some thought.

The Fed took a tough line with the banks this year, and in a number of instances, the central bank's estimates of banks' losses under the hypothetical financial shock were larger than the firms' own, the Fed official said.

Frank Keating, president of the American Bankers Association, said the bank industry objects to stress tests under theoretical conditions that are worse than what occurred during the financial crisis.

"It unjustifiably prohibits some institutions from paying dividends to shareholders and could potentially impair their ability to raise capital and make loans. That is an unnecessary and ill-timed consequence of these stress tests given the essential role of banks in our still-recovering economy," Keating said.

Citigroup did not dispute the Fed's decision and said it would submit a revised capital proposal later this year. Some analysts had expected Citigroup to win permission to raise its dividend to as much as 10 cents from a penny a share.

In one sign of its weakness, Citigroup had the second-highest total loan loss rate under the stress scenario, behind Capital One, the Fed said.

WINNERS AND LOSERS

The Fed released 82 pages of detailed information showing how the 19 banks fared under the hypothetical stress scenario.

The regulator left it to the banks themselves to reveal if they had received permission to boost dividends or buy back stock.

The Fed said Citigroup, Ally Financial and SunTrust fared worst under the hypothetical shock, and that their minimum Tier 1 common capital ratios would hit lows of 4.9 percent, 2.5 percent, and 4.8 percent respectively.

Banks that did not get the rulings they wanted saw their shares fall sharply after the market closed. Citigroup, for example, lost 3.5 percent in after-hours trading.

"It was very surprising that JPMorgan can pretty much do what it wants while some of the other guys fail," said Paul Miller, an analyst at FBR Capital Markets. "We were worried about anybody that was not making a lot of money, and this takes away a lot of any upside potential for SunTrust and Citi."

MetLife failed the stress tests on the basis of its risk-based capital ratio. At a 6 percent minimum, it was lower than any of the other banks examined.

The bank holding companies whose balance sheets weathered the hypothetical storm best were Bank of New York Mellon with a Tier 1 common capital ratio of 13.1 percent, State Street Corp with 12.5 percent and American Express with 10.8 percent.

Wells Fargo, U.S. Bancorp, BB&T, American Express, KeyCorp, PNC, Morgan Stanley, Goldman Sachs, Bank of New York Mellon said they had received permission to boost dividends or repurchase shares.

Gene Discovery Gives Clues to a Childhood Cancer

TUESDAY, March 13 (HealthDay News) -- A newly discovered genetic mutation is more common in teens and young adults than infants with a nerve tissue cancer called neuroblastoma.

The gene with the defect is called ATRX. While this defect was found in many teens and young adults with neuroblastoma, none of the infants with the disease who were tested had this genetic defect. This is important because babies are the ones who most commonly develop neuroblastoma. And, in babies, the disease tends to take a much less aggressive course.

"In infants, neuroblastoma is often treatable. In older patients, it tends to be more clinically aggressive," said study co-author Dr. Alberto Pappo, director of the solid tumor division at St. Jude Children's Research Hospital in Memphis, Tenn.

"About 90 percent of neuroblastomas happen in children less than 10 years old. When it happens in teens and young adults, they usually tend to have poorer clinical outcomes. They relapse over and over again. They can survive for many years with the disease, but they ultimately die of the disease," Pappo noted.

The discovery of the mutation in the ATRX gene is an "exciting, but preliminary finding. We still need to try to determine if this mutation is associated with any significant differences in survival," added Pappo.

Results of the study are published in the March 14 issue of the Journal of the American Medical Association.

Overall survival rates for neuroblastoma are 88 percent for babies under 18 months at the time of diagnosis, 49 percent in children between 18 months and 12 years and just 10 percent in teens and young adults who are diagnosed with the disease, according to background information in the study.

Because the disease takes such a different course depending on a patient's age, researchers have long suspected that there are likely different subsets of neuroblastoma, and that different genetic mutations may account for the differences in prognosis by age.

To see if there were any identifiable differences, the researchers conducted what's known as whole genome analysis on tumor samples from 40 infants, children, teens and young adults with advanced neuroblastoma. The researchers then looked to see if there were any similarities.

The investigators found that mutations in the ATRX gene were present in 100 percent of teens and young adults. Just 17 percent of children under age 12 had this same mutation, and none of the infants tested had it.

To confirm these findings, the researchers tested tumor samples from an additional 64 people who had advanced neuroblastoma and found that the ATRX mutation was identified in 33 percent of adolescents and young adults and 16 percent of the children under age 12. Again, no evidence of this mutation was found in infants with the disease.

When the two groups were combined, the ATRX mutation was present in 44 percent of teens and young adults and 17 percent of children.

Pappo said this finding will likely spur more research, and could potentially be used to develop a screening test to determine who might have more (or less) aggressive cancer. And, eventually, there's a possibility that by reprogramming the ATRX gene, doctors could alter the cancer cells. But, he cautioned that the study's findings are preliminary and any practical uses are a long way off.

Commenting on the study, Marc Symons, an investigator at the Center for Oncology and Cell Biology at the Feinstein Institute for Medical Research in Manhasset, N.Y., noted that "most cancers are not thought of as being a single disease, and it's important to characterize the subclasses."

And, Symons added, "This is a preliminary study that highlights their discovery of the ATRX mutation in a specific population. It opens the way to potential new therapeutic targets," explained Symons, but fixing this type of genetic mutation is very challenging, he explained.

Dr. Rosanna Ricafort, director of the pediatric stem cell transplant program in the division of pediatric hematology/oncology at the Children's Hospital at Montefiore in New York City, agreed that the findings are preliminary. "This is an interesting study, but more and larger studies need to be done before we'll have the ability to translate what's been learned into improving diagnosis and directing therapies."

The most important factor, she said, is knowing whether people who have this mutation have more or less aggressive cancer. "This study has identified the mutation, but doesn't correlate it with outcome. It's a good first step in our understanding of the disease, but we need to understand the long- and short-term outcomes in people with this mutation," she added.

This isn't the first study to link genetic similarities in neuroblastomas. Another study, reported in 2009 in the journal Nature, compared the genes of people with and without neuroblastomas and found that a specific "copy number variation" -- a kind of genetic trait -- doubles the risk of a child developing the disease.

Sensual, silly and somber. All ways to describe chocolate confections, all ways to describe the Cedar Rapids Opera Theatre?s upcoming extravaganza, ?The Art of Chocolate.?

Julia Child will bake a cake, Lynne Rossetto Kasper from public radio?s ?The Splendid Table? will speak and a trio of Young Artists will sing of lost love March 31, 2012, in various venues at The Hotel at Kirkwood Center.

?I think it?s a great idea,? says Cedar Rapids native Karen Brunssen, 58, who now lives in the Chicago area and teaches voice and opera at Northwestern University. She will be channeling Child in the one-act comic opera, ?Bon Appetit,? a role she?s performed with about 10 assorted opera companies.

?I love that it?s at the Kirkwood hotel facility and I?m going to be in a cooking studio. That?s probably the best place I?ll ever get to do this show,? she says. ?The combination of the two shows ? I think that?s just so clever.?

Rossetto Kasper also sings the praises of the lineup, in which half the audience will see Brunssen in ?Bon Appetit? in a teaching kitchen while the other half sees the polar opposite opera, ?Face on the Bar Room Floor,? in the lobby. The audience will then gather in a lecture room for a discussion and Q&A with Rossetto Kasper, then divide to see the other opera. Afterward, all will gather again for a champagne and chocolate reception featuring a book signing by ?The Splendid Table? host. Books will be available for purchase that night.

The event is a bit of a departure for Rossetto Kasper, who will be on the road about 30 or 40 dates this year to promote her new book, ?The Splendid Table?s How to Eat Weekends.? (see related story)

?I have been involved in plays,? she says by phone from her home in St. Paul, Minn. ?We have a wonderful group here of 100 men ? The Twin Cities Gay Men?s Chorus. I performed with them when they did a food-themed program. It was utterly hysterical.

?This is my first time being the entr?acte with an opera company. ?I?m trying to decide, should I do one of my diva costumes or just quietly come out on stage,? says the kitchen queen, who describes her age as ?between 58 and death.? ?I?m so looking forward to this. It sounds like it?s going to be fun.?

?This is an unparalleled new experience for us,? says Daniel Kleinknecht, 51, of Coralville, the opera company?s founder and conductor. ?I always like to do things that sort of blur the lines, a bit of this, a bit of that. The idea of ?what is art,? ?what is chamber music? is always interesting to me.

?We?ve put together an evening that?s just sort of pleasure ? two one-act operas dealing with food and drink. The connection is that Lynne will talk about chocolate, then we?ll eat a little chocolate. So food and drink and music ? it?s all there.

?It will be unexpected for the audience, because it?s not a traditional concert in any way.?

At $75, the ticket price is higher than usual and the audience capacity will be smaller, at 300, for the production which will cost between $20,000 and $25,000 to present. Both operas will be accompanied by piano.

The music, however, is of the high caliber Cedar Rapids Opera Theatre audiences have come to expect.

?They are fairly demanding,? Kleinknecht says. ?Both are 20th century pieces. They have some rhythmic challenges, but the music is very gentle to the ear. The stories are engaging, the plots are wonderful and they?re very contrasting. One is very funny, the other more serious. Audiences are going to be very close to the performers, so they?re going to be very engaged with everything. There are no boundaries between the audience and the singers. They will all be very close to one another.?

They may even have to dodge some flying flour as mezzo-soprano Brunssen simultaneously sings and cooks.

?I?ll be making a chocolate cake,? she says, ?and it?s not meticulous at all. It will be quite messy by the time I?m done.

?If anybody knows my personal cooking skills, that?s all the more fun, because they?re limited,? she says. ?I have to crack eggs and I have to separate the yolks from the whites while I?m singing. In one show, I was almost thrown off when I cracked an egg and it had a double yolk. Your mind is going, I?m trying to crack and separate and sing. I got through the moment, but not without a bit of a heart flutter. There are all sorts of opportunities for things to be messed up.

?It?s a 20-minute workout,? says Brunssen, who became intrigued with performing during her Jefferson High School days. ?You are singing pretty hard, and the multi-tasking ? I will always make mistakes and I will always have to recover from them, and that?s fun.?

Describing herself as a tall, big-boned woman like Child, Brunssen recalls seeing Child?s cooking shows on TV when she was a little girl.

?I was too young to be a fan, but I appreciated it,? says Brunssen, daughter of Dean and Ann Gesme of Cedar Rapids.

That appreciation carries over to her portrayal.

?We all kind of laughed at Julia, but with a keen respect for the dignity she brings to the art of cooking,? Brunssen says. ?She was the first of the whole ?cooking-on-TV? thing. There was something we enjoyed about watching her that was light-hearted. She did make messes. She was self-deprecating in a lovely sense.

?You want to find a balance between the awe we have for her but the vulnerability of cooking. She loved that.?

(AP) ? Hundreds of fans who camped out overnight in front of the Nokia Theatre in Los Angeles were rewarded with tickets to "The Hunger Games" premiere.

The frenzy surrounding the big-screen adaptation of the first book in the young-adult series took over the plaza in front of the theater Monday, with fans and media lining the black carpet.

Ticket websites report anticipation for "The Hunger Games" film matches and may even surpass that for the "Twilight" movies. The last film in that series is set for a fall release.

"The Hunger Games" stars Jennifer Lawrence, Josh Hutcherson and Liam Hemsworth as teens fighting for survival in a government-controlled world that hosts annual televised games in which participants are forced to kill their opponents.

The film is set for release March 23.
